Reps Fixed Empty Reps Fixed

RP server has a nasty habit of overriding the other server settings. I changed GMG restart to allow docking on samura stations but the restart re-enabled id checking which refuses to allow changes if an ID is installed.

I changed the gmg rep again and disabled the ID overrides so now gmg is +8 samura and you can now dock.
