Add clan tags to ADMIN POB

Established clans may add their clan tag to the ADMIN run Mining Stations and Black Markets for 2 Billion per base. The tags will be removed if you fail to maintain Established clan status.

It's 2 Billion per base. Which bases do you want? Also, add yourself to established clan list
